In this paper minimal representations of non-split forms of the exceptional $p$-adic groups are constructed. The key ingredient is a construction of the exceptional Lie algebras using rank-3 Jordan algebras. This then gives a natural setup in which the method of Kazhdan and the reviewer (the case of split groups) can be applied.
